Pavement reduction in width & uneven

As I cannot update the earlier report (due to it being prematurely closed), this is a new report of an already reported issue.
1) As stated before, the overgrown tree and ivy does NOT appear to be within the boundary of a residential property, therefore writing to an adjacent property owner to ask them to cut back will not solve the issue. The tree & ivy appears to be on council own land.
2) The other issue, is that the pavement is very uneven and requires resurfacing. This can obviously not be addressed by writing to a property owner and asking them to cut back a tree that isn't on their property.

The footway in question regarding the uneven surface will be put forward for a slurry seal scheme for potential programmed works subject to funding to eradicate this. As regards the tree issue this has been passed to our specialist tree team to investigate
