Roadworks on A420 delaying motorists unnecessarily

On the morning on Tuesday 28th Jan there were traffic lights on the A420 just north of the junction with the A338 that have twice now caused me to be significantly late for work, this morning and prior to Xmas in late Nov or early December. On both occasions, there was/are traffic cones surrounding a manhole cover on the eastern side of the A420 and traffic lights allowing single file traffic to pass. It appeared to be due to work carried out by BT Openreach. During the morning rush hour any such delay on the A420 can very quickly cause long tailbacks of several miles. I was an hour late for work on both occasions. Please could such work be limited to overnight, the weekends or during the middle part of the day so as not to cause delays to hundreds of motorists?
