Temporary traffic lights

How much longer are these lights going to remain in place? They have been in situ since before Christmas and it's not unreasonable to expect the situation to have been resolved by now given this is a major route to Oxford. The knock-on effect now is that traffic is trying to avoid the A338 and instead use the A417 which is causing gridlock through Wantage to Rowstock at peak times.
