Flooding in allyway behind 28 Queensway

Last year two springs appeared in my back garden (28 Queensway) and flood the allyway that runs behind my home. You can access the allyway from the side of number 26 Queensway. Thames Water confirm it is not waste water, nor mains (there are no records of pipes down there either). After rainfall it is a torent! The water flows under my farden gate, into the allyway and eventually into a drain. With this weather and reduced water flow, is is likely to become dangerous. I informed Cherwell District Council, who ask I speak to the Environment Agency who in turn refered me back to the council and they to Fix My Street. We are a built up area. I don't want to mess with the springs and accidently divert them under someones foundations! Please help.
