Repeated flooding of road outside my house casing water to flow down my drive.

Whenever there is a moderate amount of rain, the road outside my drive floods and the excess water flows down my drive. This has over the years caused a considerable amount of damage. The flooding is because all the drains in the gutters on this side of the road are blocked, so all the excess water ends up flowing down my drive. I have reported this problem twice before and each time rather than addressing the whole problem only one or two drains are cleared. I did discuss this with the team that did the work last time and although they did the best job that they could they said that what they were doing wouldn't really solve the problem. I have raised with this with the Parish Council and they asked me to raise a new incident and pass the details on to them so that they could monitor it.
