Collapsed road edge adjacent to a severly disabled pensioner who requires visiting carers

The pothole is on the road edge at the end of the drive and forms the start of a disused bus stop lay by . The tarmac road edge has collapsed and has been in a poor state for some months ,however the resulting water filled pothole is now in such a poor conditionthat it is causing problems for the severely disabled occupant and his regular carers. My Father is 89 years old and is put in an electric wheelchair at the start of the day and hoisted back to bed in the evening. Although mainly confined indoors due to his poor health on nice days he will venture out. My concern is if he goes near this hole he will tip over and be unable to save himself. His carers visit 4 times a day by car and one of their vehicles burst a tyre yesterday after driving in to the hole. Please contact me directly to discuss this if you wish.
