Flooding by water from adjacent land

This narrow blind bend is always flooded and covered in mud. This makes it dangerous to negotiate for 6 months of the year and needs to be rectified. It would appear water drains from surrounding land onto the road which along with the mud creates a slippery surface which turns into a sheet of ice in cold weather. In addition, the road surface breaks up as a result of the continual flooding. It needs to be rectified.
