Ridiculously unsafe path!

The whole street between the bridge on the Lock until the railway has no lighting and no safe lane for pedestrians. There's no safety for the many cyclists and pedestrians that use this lane, at any hour of the day (in my experience, 6 am to 6 pm). It's an area very prone to bad intentioned people to attack and this must be fixed urgently! I live in this area since October 2019, but in conversation with other residents I was informed that this issue drags for years. There's also no proper drainage system of the road, which makes the path extremely muddy and slippery even when it's not raining. The photo was taken now, at 07h00!

Good morning,
The map you attached is referring to the cemetery which isn't in Sandford Lane. The small light you see in the picture I attached refers to the industrial park. Despite of being the only illumination in the whole road, it's blinding and just this morning me and my partner were almost hit by a car that couldn't see us. Can someone make an assessment in hours when there's no daylight, please? You would immediately see all the topics I referred to in my report.

Ref:00363755 Thank you for your report, OCC are now responding to out of lights within the contracted timescales of attending site within 7 days for repairs. If there is a cable fault this will be passed to the Electricity company to repair and will take longer, it will depend on the resources which the District Service Operator has. Thank you

On our way back home (18h00), my partner fell in the pedestrian bridge. Is someone going to make a proper assessment and see how unsafe the whole road is, please?? Imagine if it was an elder! And it tends to get even worse with the floads. Please install the lighting and fix the path.

Unfortunately Oxfordshire County Council does not have any funds available at this time to install additional lighting as our street lighting budget is used for the energy, cost and maintenance of our existing street lights.
However if the Parish Council were prepared to fund the initial installation /servicing costs and pay a commuted sum (this is an upfront sum to cover future maintenance costs) we would be prepared to take on future energy and maintenance costs for that lighting as long as it is installed on the public highway and to our specification.
In rural areas new lighting will only be provided in consultation with the local councils. A test will be whether it is necessary (for road safety or security reasons), affordable and sustainable
It may also be worth contacting Thames Valley Police to see if they would be prepared to fund the initial installation and servicing costs if this area is known as an accident ‘hotspot’ or if it is an anti-social behaviour area.

I did as instructed in your reply and just made a fool of myself and wasted resources. On the general enquiries line I was told in a quite unpleasant tone what I already suspected: this is a council responsibility. And honestly we don't pay that little council tax in this area that doesn't justify proper and dignifying paths. Is the assessment made by the council public? I would like to have access to the conclusive report and how it was made. I'm sorry, but it is outrageous. There were funds to make a new cycling path along the river, in a flood season, when there are at least 2 alternative ways, but not safety ensurance for pedestrians in the rest of the road! How can that be justified to tax payers?
