Flooded cycle lane when it rains

I have reported this problem to Oxford County Council before and nothing has been done. This designated cycle lane at the western end of Staverton Road as it meets Woodstock Road was badly designed and catches hundreds of litres of water when it rains, which then lies over the cycle crossover until it dries out by evaporation, taking days or weeks to do so. I have suggested over the last couple of years that the profile of the gully is changed, lowering it over a short section to enable the trapped water to flow off into the main sewer, but no action has ever been taken. I now attach a photo to show how little needs to be done to eliminate this hazard to cyclists and pedestrians at this busy road junction. Please can someone at OCC now fix it?
