Removing loose bollard is not a solution

Following up on my previous request to get this loose bollard fixed. Rather than repairing, it was removed. This creates a serious safety hazard for residents and pedestrians on Warneford road and Southfield road . I’m pasting this from another user with whom I agree:
It seems the traffic pillar between Warneford road and Southfield road has now gone missing. Please replace it. That specific junction is a rather busy one with high volume of traffic going through it on a daily basis. Cars often jump onto the pavement and the removal of the pillar makes that corner particularly hazardous for pedestrians who cannot see behind the corner. Plus, it leaves the garden wall of the property on that specific corner exposed and susceptible from vehicle crashes.

This still hasn't been fixed, My child was almost run over while walking on the pavement at the junction between Warneford rd and Southfield road where the bollard is still missing. A car jumped onto the pavement while turning into Warneford road. What has to take to get this fixed, considering various residents have been reporting the issue for months now?
