Thank you for your report. I visited the site after the 28 day notice period and saw that the residents at this property had completed their drive, see photo. They should have applied for a proper dropped kerb and vehicle access application when they had their new drive installed. We are still considering our response to this development.
In normal circumstances, to make an application, they should have contacted:

Thank you for your report. To answer your comment "Border of the road, in Stone Close, has been dug up", we will not be taking any action to reinstate the verge/service strip due to budgetary constraints and also that, the damage you report, on this verge/service strip, unfortunately, doesn't meet our current intervention criteria, so I cannot arrange a proper repair. I am therefore closing this old report.
A 'service strip' is an area of public highway grass verge, typically but not always the same width as a pavement, between the road and the private boundary. This may be physically shown by 'highway boundary' marker blocks in the verge, which should not be removed.
Should they have replaced the grass of the service strip with gravel or paving?
They should not have altered the existing surface. We take no responsibility for unauthorised, uninsured work on the highway, and if there is an accident or incident, they can be held liable for damages or compensation.
Also the service strip is not designed or intended for vehicles parking on it , and we do not support it. But, if it is not causing an obstruction, any vehicle may park on the public highway provided it is taxed and legal.
