Hedging without ditching, exacerbating flooding

The tall, private hedge on the corner of B4030 and South Street, Caulcott gets trimmed, but the debris is regularly left in the ditch (Gallos Brook). Today there is flooding which is exacerbated by this. Locals have cleared the ditch. This is the responsibility of the hedge owner. Please could you advise him accordingly.
