Overhanging tree

Hello,
About this time last year the owner of the tree shown in the photo was asked to cut cut it back as it was overhanging the pavement, which they did.
However, over the course of the past year it has overgrown the pavement again, and is now difficult to get past.
I would be most grateful if the owner could be asked to cut it back again please? (Last year they cut it back, but didn't actually cut it back so the pavement was entirely clear. It would be good if they could ensure the tree does not interfere with pedestrians at all.)
(Please note the photo is from last year, I include it so it is easy to identify the property without having to search for an old case.)

Here is an updated photograph I have just taken. I forgot to mention it appears that the property is currently vacant.
