Cars consistently speeding much above the limit

The pavement on the Steventon railway bridge is relatively narrow so cars will normally be passing within a couple of inches of you, your children, dogs etc. The speed limit does not seem to be conveyed to drivers effectively as cars will often pass over the bridge at speeds up to 50mph, even if they see people by the road. At this point, cars have entered the village and been in a 30mph limit for over 100 metres. Recently, as the weather has got worse, cars have not seemed to slow down to adapt to the weather and are driving almost out of control, far exceeding the speed limit as they cross the bridge and drive through the village. Houses open directly on to the High Street and there are often children and pets out along the narrow pavements.
