Overhanging trees making footpath dangerously dark

The stretch of footpath 391/35 which runs east-west along the northern edge of Stockham Park: it is now severely compromised by overhanging tree foliage.
Large stretches of the path are completely dark.
The trees concerned are growing on the land which was part of Mr Wasbrough's estate, was sold to Mr Lamplough, who is now developing it. The council have said in the past that they can't cut the trees because they don't belong to the council.
Can the council please send a letter to Mr Lamplough asking him to cut back his trees, or - if he passes the buck to whoever is about to start building on the land - to tell the council who is responsible for that land now, so that they can be asked to cut the damn trees back so the street lights can illuminate the path.
