The pavement is not draining away

We have an office the back wall of which face the road. We are lower than the level of the pavement. The Payment is cracked and the damp is affecting the office - the walls and skirting are damp and the office smells of damp. We would like someone to take a look at provide us with advice with regards rectifying the payment and the problems caused in this office (Bronsens)
