Very poor road surface on cycle lane in underpass

The road surface of the cycle lanes in both directions in this underpass is very poor, with potholes and crevices everywhere. Since the road narrows in the underpass anyway and with cars often veering into the bike lane, it is very dangerous to cycle through this underpass as one cannot always control exactly how the bike tires will behave when meeting these road conditions. I was wondering whether it would at all be possible to improve the road surface of the bike lane (either by filling potholes and road crevices or maybe adding one of those green coloured lane coats on top) to ensure the safety of cyclists in the underpass?
