Hedgerow never maintained. overgrown. tree fell into road.

I have finally found out that the hedgerow that runs alongside Eton Close in Witney (Cogges Hill Road that runs out of cogges just before it goes to single track towards Stanton Harcourt), is owned by Oxfordshire County Council.
The other side of the road (Manor Road side) is maintained very well (by west oxon council) and always looks neat and tidy whereas the Eton Close side is overgrown, looks a mess and even had a large branch fall into the road this week which has now just been put on the side of the road.
Can this hedgerow have some maintenance? It is so neglected that in the summer the flies are awful as the undergrowth is full of rotting vegetation (it is used for flytipping as well - even has an old christmas tree dumped from last year).
If it was maintained the trees and hedges would also be healthier and less likely to fall into the road.

Witney town council provided me with a map that was published by west oxon council. It clearly shows that the hedgerow in question is owned by Oxfordshire county council.

Why not ask the Cogges Residents Group or Witney Land Army to help sort this out ?
