Persistent sounds of running water under manhole cover.

Sent to Oxfordshire County Council 3 minutes later
Manhole cover of the triangular (teddy bear) type is in the centre of Kingston Road adjacent to junction with Tackley Place. Nearest property is 40 Kingston Road. Persistent sounds - i.e. any and every time I walk past which I do most days. I first noticed a few weeks ago. Manhole cover has yellow spray painted '5501' on the road next to it. There is a depression in the road surface fairly close by, perhaps the water is washing away the road subsurface?

Forgot to mention that I have tried to report this problem to Thames Water. They say they have checked and declare that it is not one of their manholes and that I should report to you instead.
