1.5ft x 1ft hole in pavement outside my house (128 Freehold St)

The hole appeared after contractors had been working here - I think they were laying fibre-optic cable, but could be wrong. It's been like this for about a month I think. When it rains, it not only fills up with water but water seems to "pump" out of it and surge down the road. The edge of the tarmaced pavement also seems to have lifted next to the kerb. It's dangerous and someone could hurt themselves, irrespective of the issue of the water coming out of it!
