Poor Drainage due to poor placement and lack of Drains

Following a problem that ran for over 2 years in fixing a drain at the top of the road, it's clear now that due to the camber and gradient of the road, most of the water misses the drain and runs directly down the road without any further drainage to capture the road water. The A road requires two further drains to address the issue properly, you can see the water marks on the walls. Substantial damp and damage is being caused to Hill House walls(grade 2 listed)and White Lion Cottage. Can the OCC/HA schedule fitting two further drains on the road to address the issue. thanks
