Overgrown Tree on verge adjoining Harcourt Road

The horse chestnut tree on the grass verge outside of number 40 and 42 Harcourt Road is overgrown and overhanging property. It is also blocking significant light from the street light underneath it. It seems that the tree has not been cut back in the past seven years (unlike most of the trees along the roadside in the immediate vicinity) and is now so overgrown that it is close to touching the front lawn. The tree is proving to be a hazard with local children grabbing at the low hanging branches on their way to and from school attempting to get the conkers. We are getting more and more concerned about the low hanging branches being broken off causing injury and also potentially damaging property.
