Tree overgtown damaging phonelines

For months this tree has been growing larger and larger and my internet connection getting worse and worse. The phone company says the wires are being stretched and damaged by the tree pushing them upwards. They also say that the tree is the councils problem... help!

Can I have details on which contractor you will use so I can enquire as yo when they have scheduled the work? I am loosing potential work daily due to my internet connection being unreliable.
