Boulders placed on public verge

Neighbour keeps putting large boulders on edge of public highway rendering access to and from cars dangerous . Evening time two members of the public have tripped over the boulders and this is now a concern. Dustbin men leave bins in road when they have been emptied which makes getting in an and out of close very difficult . Boulders need removing so parking can be safe .

This matter concerns a public highway so can you let me know who is responsible if you are not . There are highway boundary markers and the boulders have been placed on the highway
