Safety concerns about crab apple tree

The tree situated between no’s 14 and 16 is causing problems for residents and pedestrians. Every few days we are clearing the fallen fruits from the path to prevent slips as pedestrians are walking in the road to avoid the area. The tree height and rotten fruits are a real menace, attracting pests and splattering vehicles. Children are picking up the fallen fruits and throwing them at houses, cars and people. Last year we requested the height of this tree be lowered and it’s branches thinned to minimise the issue however only 3 lower overhanging branches were trimmed and now we’re left with an even bigger mess. Could the tree either be severely trimmed or replaced with something less hazardous?
