Deep ledge in road

This isn't so much a pothole, rather a ledge in the road.
The ledge is approximately 1" high and spans around 3ft across.
As you will see in the picture, there is a faded blue spray paint line, indicating work was scheduled to take place, most likely by Thames water.
Please get somebody out to fix this as a priority.
The location is where I have pinned it on the map, adjacent to a gate entering a field.
This defect in the road alone managed to take out my driver side lower control arm, driver side strut, driver side strut top mount, offset the wheel alignment majorly (steering wheel significantly points right when driving straight) and also knocked out the adjustment of the lights making it dangerous to drive at night as they now point almost straight down.
This defect has quite clearly been in the road for more than 6 months and hence should have already been fixed.
