Soil covering tarmac edge of road

Soil has fallen slowly over time into the road and as photo shows is now encroaching into Whie Lane by 23" (60cms). We dug out a piece and measured tarmac under. This is causing vehicles to move over and some hit the garden wall on other (south) side. This is happening along the road - hedges being overgrowth is not helping either. I notice there is mention on another FMS report as to the potholes. Lots. As a steep hill, bicyles race down and as potholes deep and everywhere - that can be dangerous.
