No pedestrian phase

I'm a cyclist. Today waiting at these lights to go up to the JR. Pedestrians started to walk across in front of my and other vehicles - there are no pedestrian lights there. How can this omission have happened after so much time and so much money being spent?

Thank you for contacting Oxfordshire County Council Traffic Signals. The problem with introducing a Pedestrian phase on Cherwell Drive is that this could not be done without introducing an extra stage into the signal sequence. As this stage it would stop traffic in all directions and would have a serious effect on the capacity of a junction that already experiences serious queuing throughout the day. There are alternative pedestrian routes via the crossings at the Headley Way and Marston Road.
