Speed limiy sign overgrown an not visible

The speed limit gateway sign on the riverside of the road is completely overgrown with bindweed. It is no longer visible at all. Does this give drivers an argument to speed? They do anyway, so it is vital that both gateway signs are visible and clear of overgrowth.
