Sightline has become overgrown on corner of Mill Orchard and summertown

The trees and bushes on this corner have over the years been allowed to grow further and further towards the road reducing the sightline for vehicles wanting to turn across traffic into the village. Currently the bushes extend nearly 5metres from the property boundary, the grass is maintained by the Parish Council as it was deemed to be owned by OCC highways as a sightline. Please can you check who the land belongs to and who is responsible for cutting the bushes back?
