Street Lights not working

I believe this has been reported previously and still not resolved, there are a number of street lights (4 maybe 5) in place down majors road which are not working and have been this way for a while.
There are at least 4 that span from Queens Close right down to the Sports Centre, which if working would provide better and safer area to people to walk.
As it stands this is something that needs to be resolved for the safety of residents. With vehicles speeding down this road, no light for pedrestrians to clearly see, narrow or over grown shrubs this is not a safe area to walk..
Thank you for your e-mail regarding the street lighting outside your property at Majors Rd The street lighting would be designed to the British Standard, the design would have been carried out by either Oxfordshire County Council (OCC) on behalf of the developer or a third party consultant which OCC would need to approve. This should be carried out at the beginning stages of the legal agreement with OCC but all communications with potential purchasers would be through the developers as they would be installing and maintaining the street lights until at such time the development is adopted as highway. Therefore it is the developers responsibility and you would need to contact them direct regarding the lighting.

This responce is utterly incorrect. The "new developments" in question are now over sum 3 years old. After contacting the developers "Hills of Swindon" they have advised that any and all contractes relating to street lighting and maintanance are now and have been for some time the responsibility of the council.
