Service trench failure

There is a service trench that has failed. This, I believe, was virgin media who were carrying out the works, but has not been replaced correctly. The noise created from vehicles hitting it is becoming an issue.

This issue was first reported verbally on site in July 2018 to “Gavin” from the Oxford County Highways as Gavin was overseeing the Highway aspects of the Cala Homes development. We were assured at the time that it would be reported to the relevent dept. Someone needs to get their act together at OCH, as this is a disgrace. Over the last 3 months the subsidence has worsened and the noise made by general traffic, in particular HGVs, Trailers, Tractors ect is unneighbourly (but granted not their fault). It has been intimated that the problem rests with a utility/fibre optic supplier not willing to accept responsibility for the poor original workmanship on the road and OCH is unwilling to proceed with the much needed repair (True or False ?). Enough is enough ,can someone please take responsibilty and ownership of this issue.
