Drop kerb not wide enough for mobility scooter

The drop kerb is only accessible as long as nobody parks in space. If car in way accesss is difficult with mobility scooter. A second drop to make kerb wider woukd help.

I have checked the Highway maps and the area in the photograph is not shown as a section that is the responsibility of Oxfordshire County Council, as we do not keep records of third party land ownership I am unable to confirm the owner.
