Water emerges (bubbles up) in driveway during bouts of heavy rain

Everytime there is a large rainfall occurrence, water bubbles up in driveway of Cedar Lodge in a location below a road gully in the roadway outside the property. The road gully is located at a low point in the road (datam level 113.15 asl) with the road way rising either side, by at least 450mm to the east and 150mm to the west to the next gully. It is suspected that the outlet drain from the gully runs through the property's domain and down to the valley bottom below (circa 99.00 asl) where it is then goes eastwards following the valley floor to the Thames Water pumping station a half a mile away. It is therefore suspected that the drain is either damage or partially blocked. The address of the property is Cedar Lodge North Side Steeple Aston OX25 4SE
The owner of Cedar Lodge, and our client, would like the gully and its outlet surveyed and if there is an issue with the pipe, for it to be corrected. The property is about to undergo a major refurbishment with contractors and heavy machinery on site which could exacerbate the functionality of the drain.

The works undertaken on North Side on Friday 30 th August and still appears ongoing are not associated with this issue we have raised. The road gully in the road in the middle of Cedar Lodge's frontage has not bee touched at all. This gully is at the lowest part of North Side for some considerable distance. We believe that a CCTV survey is required to determine whether the outlet drain from this gully is partially blocked or not. We would also like to have site of any existing drainage drawings that the highways authority have that show the existing drainage runs in the vicinity of Cedar Lodge.

It appears nobody has looked at the road gulley in question as the state of the vegetation build up in and around the gully remains unchanged. Therefore I suggest that the problem reported has NOT been attended to.

Nothing has happened at all and the gully in question has not been inspected. There is a nice big yellow marked adjacent to another drain in the vicinity but not the gully where we believe there is a problem with its outfall. We suspect that the outfall from the road gully as it passes through the grounds of Cedar Lodge is damaged close to the road, as it makes its way down to the base of the valley.
