I have a bicycle rack opposite my house and I find it very difficult to get in and out of my drive.

The bicycle rack was part of a speed awareness scheme introduced to our road but the rack is in the road opposite my house and I have managed to get in and out of my drive since I have lived here but it's so close to my car when I try and reverse on my drive that I think it might one day damage my car. Plus the traffic all stops and starts by the rack so we have engine fumes building up outside our houses.

Perhaps I was not clear. This bicycle rack is on the public road. I don't understand that it's permissible to make it difficult for a resident to get their car in and out because a bicycle rack is in the way.
