Discarded road sign, road cone and sandbags

There is a discarded road sign, road cone and I think some sandbags left on the roadside in the hedge, even thought the road surface works have been completed.

What report is it a duplicate of? Is that a report someone else made? The signs and road furniture are still there today when I drove past this morning.
