Illegally parked vehicles

I am trying to report illegally parked cars. These vehicles are parked on double yellow lines all the time and I cannot find anywhere to report it. The OCC on line form is for Oxford City Only?

The following vehicles are parked illegally on double yellow lines:
Black Porche Registration No: XX09 FPV Grey Audi Registration No: OO03 AFG
These vehicles belong to the local businesses in Bishop Yard, Cumnor Road and are always parked on double yellow lines contravening the waiting restrictions.

The Oxfordshire County Council Parking Control Team have no jurisdiction in Farmoor. This issue is not the responsibility of the County Council. Thames Valley Police is currently responsible for this across the Vale, apart from in Abingdon where some streets are dealt with by the town council.
It is an offence under Section 22 of the Road Traffic Act 1988 to park a vehicle in a dangerous position, this legislation is enforced by Thames Valley Police.
