Unsafe trees at the bottom of Little lane

A 6 foot branch with a circumference of 11 inches broke off one of the trees at the bottom of Little Lane narrowly missing two men a few days ago putting their safety at risk and giving them a fright. These trees have already been investigated and deemed unsafe by the council after being reported by my neighbour. We were recently advised that no further action would be taken. Why is this when you have already acknowledged that the trees are unsafe? When this branch fell it was not stormy - it was clearly just one of the many dead and broken branches in the canopy which fall down regularly.

Trees in private ownership, Owner has been asked to inspect and make safe, if required.
