Car continuously parking in obstructive way in close

This car has been left here most days to visit resident living in another street. We have asked if they can park just a couple of metres away in spaces that are always available (pictured) but they continue to make access to the end two or three houses on the terrace quite difficult. With the other vehicles in the adjacent spaces that corner space is helpful for accessing driveways at the end of the terrace so this parking makes maneuvering difficult, especially as on occasion the car has been up to 2ft from the kerb.

Rule 243 of the highway code states not to stop or park on corners but in this instant, is it not a waste of police time to get them out when you have traffic enforcers? Realistically all that's needed is some yellow lines painted on the corner to help enforce the highway code.
We've just gone to leave the house and the car is still parked there despite a conversation with the owner slightly before the original issue was submitted, unfortunately our car was damaged trying to avoid hitting their car so there have been some angry exchanges between residents. During all of this it turns out they have been asked by a few people not to park there, one case in particular where the parking caused a tradesman to lose half a days work due to blocking them in.
This isnt an issue that should just be fobbed off action on behalf of the council to enforce parking regulations is needed.
