Pavement gradient too high and grounds vehicle, so unable to gain access to property driveway

We are new to the property, but as far as we know from neighbours the previous owner was also unable to use the drive.
There is evidence of scuffing/grounding clearly visable as the pavement gradient is way too high and it kicks up leading away from the BT and water points are.
If I park my car on the road outside the property, it will then block access to number 9 Jackson Drive, as the road is single lane.

Morning Paul,
Sorry to bring bad news first thing on a monday morning... But the work done on saturday has eased the problem, its not solved it!
They have ground down the concrete betwen the path and our drive, but its not enough, so the car still catches.
Can they return and grind a little more off please
