Tree growing where it shouldn't be!

In Abingdon and Wootton there is an ongoing problem with vegetation growing in some of the road gutters, or on the pavements right next to the gutters. The vegetation gets established and then can't be pulled out as it grows right down through the tarmac. I have tripped on one such, and was nearly run over by a passing car. The photos show an extreme example of vegetation growing where it doesn't belong - a tree growing on a pavement on the edge of a roundabout. It is already 3 or 4 feet tall.
