Highways blocking, causing unsafe parking and driving conditions

Unit 4 Hawksworth, Southmead Ind Est, Didcot, OX11, is a premises which has 3 business operating from it. I suspect without appropriate planning permission. This unit has a maximum of 4 allocated parking spaces. The business running from this site are: - A car repair garage (D&C Auto Services ltd) - 6-8 permanent cars parked - A taxi business (C&M Management Services) - 4 - 6 cars - Kickboxing Classes (SMAF OXFORD LTD) - 15 - 20 cars parked for 90 minutes at least 3 x per day.
I've been made aware that a recent planning application for the business opposite this unit was almost objected to based on the potential traffic (thankfully this business doesn't cause any traffic issues)
As you can imagine the above is causing vehicles to park on corners, throughout the industrial estate, on the spaces of local businesses (which causes there customers to park outside of designated spaces) and causing reckless driving and unsafe conditions. Many of the classes are for children and therefore making the environment even less safe for them.
This has been ongoing since the business opened its SMAF around February and they have attempted to deal with it by putting up signs claiming them have parking spaces on the side of the road.
The traffic issues are at the front, side and rear of their premises.

Thank you for your report. I have spoken to the Oxfordshire Country Council Highways Officer that deal with the planning team at the District Council and he has advised the following. The carriageway (road) between the A4130 and Collett/Hawksworth is deemed to be Highway and any obstruction would need to be assessed/dealt with by Thames Valley Police ( they can be contacted via their non-emergency number 101). The carriageway loop around these buildings is private and any parking issues can be dealt with by the owners of the site. Any Planning issues that you have concerns about such as use of the site would be for the South Oxfordshire District Council planning enforcement team to investigate and or enforce ( email Planning.enforcement@southandvale.gov.uk or telephone 01235 422600).
