Bollard has been hit by a lorry/van/car

Bollard has been hit by a lorry/van/car, this is the second bollard to be hit and damaged in as many weeks! The collision has bent the bollard sideways. Could be that if children are messing about in the area, and push on this bollard, due to it already having been weakened it could fall on them and injure them? Also it is starting to bring the pavement up just like the previous one, so will eventually pose a tripping hazard to the public. Can CCTV be put up to see who is damaging these bollards and then driving away without reporting? Seems to be becoming a regular occurrence.

Location of the damaged bollard is opposite the Smith & Osman shop on Wilkins Road in Cowley.
