Urgent - Tree leaning on Electrical cables

A massive branch cane down on Hinton Road in front of Lark Rise/Tintern Cottage. The branch that was hanging has been cut it off and left on the verge, which I think is land belonging to Highways We also noticed that the tree has benches higher up that are leaning into the electrical wires (or phone)? So we need Highways to come pick up the tree and we need the Council (not sure if this is Vale or OCC) to come take a look and remedy this before it turns into something nasty.
