Thames Water digging up newly laid road surface

When driving through the 'essential water works' on the A338 I noticed that Thames Water are now digging up the newly laid road surface outside the David Wilson homes development. This new surface has only been down for a few weeks and it's already being dug up. Given the works are 'essential' rather than emergency, surely this work could have been planned and carried out BEFORE the new road surface was laid. I understand that a hefty fine can be levied for any utilities digging up roads within a few months of them being laid.
