Markings on the pavement. Yellow markings appear on the pavement in the estate. Customer would like to find out what are the markings for and when they are going to be worked on

To help with the investigation, the more specific questions are: a) It is obvious that the yellow markings indicate where pavements are faulty, so what is the time scale for work to commence? b) In addition to indicating lines, lettering has been marked. The majority are either S/O or C/B. Does C/B mean Cut Back as the marks appear next to shrub overgrowth? c) If so, who cuts back? OCC or the property owner? d) S/O could be Soft Obstruction or possibly Seasonal Obstruction as these marks appear next to grass from the verge or annual planting in gardens overspill onto the pavement. Is this correct and is there any expectation on the property owner to deal with this?
