Construction site and diversion a major hazard for pedestrians

Due to a diversion, Rymers Lane is currently really busy. At the same time, the pavement has been closed in front of the construction site near the junction of Rymers Lane and Church Cowley Road. Coming from the north, there is no advance warning for pedestrians. It's a major hazard having to cross, from between parked cars and with very poor visibility, this currently extremely busy road.

This needs to be urgently addressed. Either 1) re-open the pavement, 2) temporarily ban parking and create a temporary footpath, or 3) create a safe pedestrians crossing.
