Inadequate signage for cycle path

This evening, I was cycling east along the cycle way next to the A40 and came across a man driving his car slowly west along the cycle way. I spoke to him and his English wasn't great but he didn't seem to understand that he was doing anything wrong.
There seems to be no clear signage at the junction between Barton Lane and the cycle way. Google Streetview shows a blue-circle cyle way sign but it's in the middle of foliage. There doesn't seem to be any "no motor vehicles" sign. There's a patch in the middle of the cycle way that looks like there used to be a bollard blocking cars from entering. I'm hesitant to recommend putting the bollard back because, due to the foliage, it's almost a blind corner.
Ideally, the foliage would be cut back to improve visibility and signage placed to clearly prohibit motor vehicles.

Having cycled in the opposite direction this morning, I can confirm that the cycle route sign is very much obscured by foliage and is completely invisible to anybody heading west on Barton Lane. It's probably also very hard to see to anybody travelling east, because it would be edge-on to them.
