Tree has broke throw the footpath and has now completely blocked the path

Footway (Asphalt) is damaged by a tree growing up throw the middle of it. Pavement blocked.
Someone has now cut the tree down to about six inches so the footway is now at least accessible but obviously there is now a tree stump sticking up in the middle of the pavement.

I live on this street. There are no trees growing through pavements. I think the marker must be in the wrong place.

Marker is Correct: As sated - someone has cut down the tree leaving the stump. The stump IS still present. It is right out side number 27 - SN7 8FF. Roughly level with the cobbles that span the carriageway.

Is this a wind up? There is clearly no tree or tree stump outside number 27.

How odd? This was reported a year ago and is now going to investigated.
Last year, DH claimed there was no tree growing through the asphaltic footway surface. Obviously there was a "Tree" (It is a Buddleia). It was cut down last year. The hole was left in the surface of the footway. The tree (or shrub if its not strictly a "Tree") is now about 2 metres tall and almost spans the entire width of the footway.

Thank you for your report. We have assessed it and found that it does not currently meet the criteria for intervention, so will not be fixing at this time. The tree is growing oj the property mentioned, however, it is posing no risk as the path stops at their property, so will only be used by those either visiting them, or those who know it is there. This will be monitored, but there will be no intervention at this time.
