Drains overflow with heavy rain

Heavy rain this morning nearly caused serious flooding if I had not gone out and cleared all the plant material etc from both drains outside no2 and no1. This is as a result of a lack of regular road sweeping outside of the town centre. Great when you report it to Cherwell and rather than passing it on to the right people they respond to tell you it is not them and to try either you or Thames water.

Raising this pro-actively as a lot if the leaves have dropped and are now clogging the gutter. There is a potential, if we have some more significant rain, for this to back up again.
West Bar street from the the corner of Bear Garden down to the driving school path surfaces are also dangerous and the gutters are clogged with a mass of leaves. This includes the frontage of the doctors which could be particularly treacherous for the elderly leaving there.
